- On root cause. We have no visibility inside OpenAI's systems. When our dependency graph points upstream, at OpenAI, we say so. Otherwise we report what the signals show rather than guessing at an internal cause.
- Outages are rarely all-or-nothing. Some are regional. Some hit one surface while the rest works, so the ChatGPT API can fail while the app is fine. The capability panel breaks it down.
